« The worst if you have soft target rounds. Try to lose ‘em and perform a takedown, or you’ll end up with more holes than goddamn Swiss cheese. »

Gunners are FND members who are ex-riot police. They are in charge of providing recruits with training and often test new tactics in the field. They are often arrogant and believe firmly in their own prowess.

Unlike Heavy Gunners in previous games, FND Heavy Gunners can deploy ballistic shields to have mobile defensive positions. Given the opportunity, they can deploy several shields to provide cover for themselves and their allies while continue raining down machine gun fire on their opponents. Their elite variant is the FND Special Forces Flamers, whose RPD are loaded with Incendiary rounds and can also switch to Flamethrower for close quarter combat just like FND Flamers.

Unlike other enemies who can shoot pistols or SMG from their vehicles, FND Heavy Gunners do not fire their RPD from inside vehicles at all.

Known FND Heavy Gunners are Lieutenant Marichal, Sergeant Iglesias and Sergeant Minaya.

If Castillo regime falls, the remnants of FND refuse to surrender, they often form insurgencies and seizing back control of certain unstable areas. Famous Heavy Gunners include the insurgent leaders Cristobal Maxia and Meagan Maxia, it's also likely that they are relatives.
