This where Guy Marvel is. It's on the mountain to the northeast of Hope County Jail, on the west side.
He'll give you the Quiet on the Set mission.
After the player completes Quiet on the Set, Guy Marvel will call the player character back later for the Blood Dragon 3 mission.
