Highwaymen Brawlers: Level I Brawlers can be seen wearing little armour and a red balaclava. Level II Brawlers can be seen wearing a ballistic face-masks and a breastplate. Level III Brawlers can be seen wearing a white graffiti jacket, bike helmet, elbow and kneepads. They have a riot shield and a Baseball Bat. They will charge against the player, if engaged. The Security Captain may use the shield dropped.
