Dr. Rachel Jessop (not to be confused with Faith) is the former owner of the Jessop Conservatory before selling it to the cult around the time it first established in Hope County. It is likely that she joined the cult and may have even contributed to the research and development of the Bliss. Little is revealed about her or her family history though residents appear to be familiar with her and the Jessop Family "was always big on their conservation."
Residents of Hope County describe her as a "nice lady," and she was known to have had a greenhouse filled with orchids prior to the appearance of the cult. She is sometimes referred to by her honorific Doctor, and she was likely a conservator. Upon encountering the conservatory, both Dutch and Whitehorse suggest that Dr. Jessop might not have known the true nature of Eden's Gate before turning it over to the cult.
