Rodolfo Claudia is an ambitious former FND Flame Unit member and amateur surgeon with dubious understanding of internal medicine, as well as being a biochemical engineer. However, he plans to indoctrinate students into regime, and uses threat and intimidation. He is the brother of Riel Claudia, an insurgent leader before and after him. He's trying to finish the work his sister started, thus he leads the insurgency formed by remnants of FND in the wake of Castillo regime downfall. Invading and retaking control of provinces, Cruz del Salvador, and, Sierra Perdida.
His combat style is the same as other FND Flamers, similar to flamers in previous games, his flamethrower cannot reach Dani Rojas at long distance.
