Samuel is a UFLL mercenary, he is tasked with guarding the door to the UFLL's home office he hardly ever speaks but is mentioned occasionally.
The first time he is mentioned is in the Kouassi assassination mission he will be nominated by Gakumba who will tell him to open the door to the player.
It is unknown if he is still alive after the events of Far Cry 2.
