Testy Festy is a side mission in Far Cry 5, given by Casey Fixman at the Spread Eagle Bar in the Holland Valley.
To unlock this mission, The Junior Deputy will need to liberate Fall's End.
This is the first of two side missions he will give the Deputy.

Talk to Casey
Casey will tell you how ever since Eden's Gate moved in, morale has been low; however, he has a plan: the annual tradition, the Testy Festy.
Retrieve the Testy Festy Trailer
To get the plan into motion, Casey requests you retrieve the Testy Festy trailer from a local, Kenny Hyde, who locked it in his barn for safekeeping.
Find the Keys to the Barn
Unfortunately, by the time the deputy arrives at Kenny's barn, a swarm of vultures will have attacked Kenny while he "was indisposed" and swallowed the keys to the barn.
To get the keys back, you'll have to shoot down the flock of birds circling overhead, and retrieve the keys by looting their corpses.
Deliver the Trailer to Casey
After disposing of the vulture swarm, unlock the barn and drive the truck with attached trailer to Casey at the Spread Eagle in Fall's End.

Upon completion, Casey will give you the next quest in the chain, Prairie Oyster Harvest.
